Rise Of Fear And Technocracy In Italy

Posted by Ryan

This is what a technocracy looks like. there are no elected representatives in the new Italian government, meaning the people had no input about who rules their lives through these times. Even though the media reports that the Italian people are supportive of the new government, that is only a result of the fear that these same bankers and lawyers have brought to the people. Only time will tell how ruthless the austerity measures of technocrats will be. Due to the lack of representation it is safe to assume that they will be all business and little compassion in the mission they've been assigned.

New Italian government does not include a single elected politician

Mario Monti, Italy's new prime minister, appointed a government without a single politician on Wednesday, forming a technical administration which faces the daunting challenge of preventing the country from being dragged deeper into the euro zone debt crisis.

The emergency administration, which is meant to govern Italy until elections are due in 2013, is made up of bankers, lawyers and university professors but not a single elected official – an extraordinary development for a Western democracy.
But it is a deal that much of the electorate and nearly all the mainstream parties have signed up to, in order to save Italy from the economic abyss by trimming the country's bloated bureaucracy, slashing its 1.9 trillion euro debt and unleashing its economic potential after years of stagnation.
Almost none of the new appointees was familiar to the average man or woman in the street – a fact that some Italians hailed as the new administration's chief strength, saying it was above party politics and untainted by any links to the discredited centre-Right government of Silvio Berlusconi or the weak and divided centre-Left opposition. Italy has a track record of appointing 'technical' governments during periods of political paralysis and party deadlock.
Mr Monti said that after talks with the country's big parties, he had decided that "the non-presence of politicians in the government would help it."
He and his ministers were sworn in at a ceremony at the Quirinale Palace, a former papal residence that is now used by Italy's presidents, bringing a formal end to Mr Berlusconi's three year government and the 17 years in which he dominated the country's political arena.
The new government's task is to implement a package of austerity measures and public spending cuts which were passed by parliament in the dying days of Mr Berlusconi's government.

Is The U.S. Preparing For Tensions With China?

Posted by Ryan

Many people believe that once the U.S. has completed its objectives in the Middle East then Africa will become the major focus of their political, social, and economic engineering efforts. The more involved in Africa we become the more China's economic expansion efforts will be threatened. Is the U.S. preparing for the future of rising tensions between themselves and Red China? (Always remember that U.S. policy and western economists created the China we know today. Such conflict will only add the out come of the international financiers that direct the world.)

Obama "projects power" by sending military aircraft, Marines, to Oz
Signaling a determination to counter a rising China, President Barack Obama vowed Thursday to expand U.S. influence in the Asia-Pacific region and "project power and deter threats to peace" in that part of the world even as he reduces defense spending and winds down two wars.

"The United States is a Pacific power, and we are here to stay," he declared in a speech to the Australian Parliament, sending an unmistakable message to Beijing.

Obama’s bullish speech came several hours after announcing he would send military aircraft and up to 2,500 Marines to northern Australia for a training hub to help allies and protect American interests across Asia. He declared the U.S. is not afraid of China, by far the biggest and most powerful country in the region.

China immediately questioned the U.S. move and said it deserved further scrutiny.

Emphasizing that a U.S. presence in the Asia-Pacific region is a top priority of his administration, Obama stressed that any reductions in U.S. defense spending will not come at the expense of that goal.
"Let there be no doubt: in the Asia Pacific in the 21st century, the United States of America is all in," he said.

From Canberra, Obama flew to the northern city of Darwin, where some of the U.S. Marines bound for Australia will be based. His visit marked the first time a sitting U.S. president has been to Darwin, where U.S. and Australian forces were killed in a Japanese attack during World War II. He opened his quick stop there by laying a wreath at a memorial for the USS Peary, a Navy destroyer that was sunk during that battle.

"It was here in Darwin where our alliance was born during Australia’s Pearl Harbor. Against overwhelming odds, our forces fought back with honor and courage," Obama said during remarks to Australian and U.S. troops at a military base.

For Obama, Asia represents both a security challenge and an economic opportunity. Speaking in broad geopolitical terms during his speech to Parliament, the president asserted: "With most of the world’s nuclear powers and some half of humanity, Asia will largely define whether the century ahead will be marked by conflict or cooperation, needless suffering or human progress."

Virtually everything Obama is doing on his nine-day trip across the Asia-Pacific region has a Chinese subtext, underscoring a relationship that is at once cooperative and marked by tensions over currency, human rights and military might.

[...]

The plan outlined by Obama will allow the United States to keep a sustained force on Australian bases and position equipment and supplies there, giving the U.S. ability to train with allies in the region and respond more quickly to humanitarian or other crises. U.S. officials said the pact was not an attempt to create a permanent American military presence in Australia.

About 250 U.S. Marines will begin a rotation in northern Australia starting next year, with a full force of 2,500 military personnel staffing up over the next several years. The United States will bear the cost of the deployment and the troops will be shifted from other deployments around the world. Having ruled out military reductions in Asia and the Pacific, the Obama administration has three main areas where it could cut troop strength: Europe, the Middle East and the U.S.

All U.S. troops are being withdrawn from Iraq by the end of this year, and a drawdown in Afghanistan is underway. But the Pentagon has said recently that the U.S. will maintain a major presence in the greater Middle East as a hedge against Iranian aggression and influence. A more likely area for troop reductions is Europe, although no decisions have been announced.

Government Collecting Newborn DNA

Posted by Ryan

The state governments have been collecting DNA from newborns without parental consent.Minnesota is currently dealing with this issue of genetic privacy. The practice was discovered around ten years ago. The storing of DNA data brings with it the possibility of genetic discrimination from the health insurance providers which pay for the genetic screening. The data is not stored anonymously. Some researchers believe that this practice has been kept quiet for over thirty years.
Privacy is one of the most important principles of a free society. There should be a legitimate fear of what the warehousing of DNA information could bring to society. This could be the first step down the road of a genetically discriminate society where only those with specific genetic traits will be afforded the highest level of freedom.

Supercommitte Doing More Than Balancing Budgets

Posted by Ryan

Here you can see that the supercommittee that was formed at the time of the budget crisis is doing alot more than just trying to balance budgets. They are passing legislation that should be discussed among the representatives of the people. This committee is now undeniably side stepping the democratic process the way Americans have come to understand it. Tyranny has risen!

Illegal “supercommittee” pushes secret farm bill that will cost billions

Mike Adams
NaturalNews
November 17, 2011
The concentration of elite legislative power in America is well under way today as the new “supercommittee” is working on an end-run around Congress to put together a “secret farm bill” that would prop up failed agricultural policies with yet more billions in taxpayer dollars.
The “supercommittee” is the newly-formed (and utterly illegal) committee of 12 members of Congress who engineer new debt-related legislation that’s only allowed an up or down vote by the full Congress. This bypasses the traditional debate process by elected representatives, effectively concentrating the power to shape laws in the hands of a mere dozen members of Congress. The very structure is elitist from the start, and it directly contradicts the United States Constitution.
Because the committee concentrates yet more power in the hands of the few, it is being heavily lobbied by various groups and industries that want more government handouts. The farming industry, of course, is lined up at the trough of government slop just like everyone else, and this secret farm bill could cost taxpayers billions of dollars in government subsidies that are tied to commodities prices (which are extremely volatile and could unexpectedly rise).
Bypassing representatives to concentrate power with the elite
What this latest move demonstrates is that the supercommittee will now be used as a way to bypass the rest of Congress with yet more bloated government spending legislation that puts America further into a debt hole that increasingly appears to be headed toward total financial collapse.
That this is all being done without open debate in Congress, and without any public scrutiny of the actions of the 535 members of Congress is yet another disturbing sign that the very fabric of power in America is being deliberately destroyed and re-concentrated into the hands of the few — the “global elite” who now consider themselves kings who rule over the slave masses.

Penn State, Second Mile Not the First to be Embroiled in a Sex Abuse Scandal

Allegations that former Penn State defensive football coach Jerry Sandusky sexually molested young boys and that university administrators did not adequately report the accusations against him have tarnished the once-shiny image of both Sandusky’s Second Mile charity and the university’s stellar Nittany Lions athletics program.
But it’s hardly the first time a charity group or sports organization has dealt with charges of sexual molestation.
“As much as the Penn State situation has shocked the nation, the more shocking fact is that the veil of secrecy is more commonplace than we probably realize,” said Justin Leto, a Miami-based civil trial attorney who has handled numerous sex abuse cases.
This month, Lon Harvey Kennard Sr., co-founder of the Utah-based nonprofit group Village of Hope, was sentenced to 15 years to life in prison after he pleaded guilty to 43 counts of sex abuse and exploitation.
Kennard, who started Village of Hope to help women and children in Third World villages, had been charged with molesting six Ethiopian children he had adopted. He was arrested last year after one of the children told police that she and one of her sisters had been abused between 1995 and 2002.
Another sexual predator is Douglas Perlitz, a Colorado man who founded a school for homeless children in Haiti. He was sent to prison last year when he was found guilty of abusing eight students.
Perlitz admitted to investigators that he committed illicit sexual conduct with students who attended his Project Pierre Toussaint School for Homeless Children in Cap-Haitien.
During Perlitz's trial, prosecutors said, he gave the children money, food, clothing and electronics equipment in an attempt to buy their silence, and that he threatened to take it all away and have them expelled if they told anyone what happened. Six of his victims were flown to Connecticut to testify at his trial in federal court.
The scandal led to the collapse of the school, forcing many of the students back into homelessness and despair on the streets of Haiti. Perlitz is serving a 20-year sentence.
Like the charities, Penn State’s football team is not the first sports program to be accused of covering up allegations of sexual abuse.
The Boston Red Sox faced a similar scandal in the early '70s and successfully kept the allegations from going public until 1991.
The team had a clubhouse manager, Donald Fitzpatrick, who during his 30 years with the team solicited sex from young boys he would hire to work during spring training.

The EU Never Was Nor Will Be A Democracy

Posted by Ryan in ,

Since the 19th century and into the first half of the 20th century there has been an undeniable attempt by various forces to bring Europe under a united Europe. They have spilled tremendous amounts of blood on the continent and the rest of the world. The last attempt that was visible to the masses was Hitler's which caused WWII. The odd thing that historians must realize now is that even though Hitler failed it brought about the agreements and treaties which has created a Europe united under very undemocratic means. This article makes the point of a Technocracy has always been the intent of all the treaties which has formed the European Union. A Technocracy is meant to have "experts" control the government, subverting much of the idea of free elections for people selected based on expertise. As the article says was the intent, the idea of a nation-state would eventually be a problem and fade away in favor of this expert run administration of technical processes. Anyone who respects the efforts of WWII veterans should be outraged at their efforts being for nothing. The greatest generation was setup. They fought a war which instilled the ultimate fear in a whole continent, which was taken advantage of to build a united Europe within the victors image instead of the Nazi image.

The EU's architects never meant it to be a democracy

The rise of a "technocracy" was always part of the plan for Europe.

So, as headlines scream that vain bids to save the euro threaten us with “Armageddon”, the EU’s ruling elite has toppled two more elected prime ministers, to replace them with technocratic officials who can be trusted to do Brussels’s bidding.
The new Greek prime minister, Lucas Papademos, was the man who, as head of Greece’s central bank, fiddled the figures to enable Greece to get into the euro (against the rules) in the first place – before being rewarded with a senior post in the European Central Bank. He is no more democratically elected than Mario Monti, who will most likely be Italy’s new prime minister and had hurriedly to be made a “senator for life” to qualify him for the job. Monti’s main qualification is that, as a former senior EU Commissioner, he has long been a member of the Brussels elite himself.
One of the few pleasures of watching this self-inflicted shambles unfolding day by day has been to see the panjandrums of the Today programme, James Naughtie and John Humphrys, at last beginning to ask whether the EU is a democratic institution. Had they studied the history of the object of their admiration, they might long ago have realised that the “European project” was never intended to be a democratic institution.
The idea first conceived back in the 1920s by two senior officials of the League of Nations – Jean Monnet and Arthur Salter, a British civil servant – was a United States of Europe, ruled by a government of unelected technocrats like themselves. Two things were anathema to them: nation states with the power of veto (which they had seen destroy the League of Nations) and any need to consult the wishes of the people in elections.
As Richard North and I showed in our book The Great Deception, this was the idea that Monnet put at the heart of the “project” from 1950 onwards, modelling his “government of Europe” on precisely the same four institutions that made up the League of Nations – a commission, a council of ministers, a parliament and a court. Thus, step by step over decades, Monnet’s technocratic dream has come to pass.

Monkeys Show Us How We Have Been Trained With Money

Posted by Ryan

Ever wonder how we have become economically driven beings. These experiments with monkeys show us you can train any intelligent species to use a money system. It is believed by some that the earliest city orientated empire type societies used similar practices in order to acclimate tribal style societies to use their money systems.
Once you introduce a money system it becomes easy for those whom introduce the currency to control the value and trade of goods and resources, where the barter system prior to money was based on personal value judgement. With money, value is determined by those who create/produce the currency. As the money system takes hold the tools of enslavement (credit/debt) develop.

PDF - How Basic Are Behavioral Biases? Evidence from Capuchin Monkey Trading Behavior

How scientists taught monkeys the concept of money. Not long after, the first prostitute monkey appeared

You may have thought things like currency or money are concepts known solely to man. Some might have a sense of ownership, besides of course territory, but trading and the likes haven’t been observed in any other species besides homo sapiens. An economist/psychologist duo from Yale back in 2005, however, managed to train seven capuchin monkeys how to use money, and I’m pretty sure from here on some of you might be able to guess what happened from there on.
Gotta pay the rent tomorrow on the cage. Still a few monkey dollars short.
"Gotta pay the rent tomorrow on the cage. Still a few monkey dollars short."
‘The capuchin has a small brain, and it’s pretty much focused on food and sex,” said Keith Chen, a Yale economist who along with Laurie Santos, a psychologist, are the two researchers who have had made the study. ”You should really think of a capuchin as a bottomless stomach of want,” Chen says. ”You can feed them marshmallows all day, they’ll throw up and then come back for more.”

It’s exactly this selfish desires that they tried to exploit and experiment with great success after teaching capuchins to buy grapes, apples and Jell-O. The economist wanted to study the incentives that motivated specimens to behave in a way, while the psychologist analyzed the behavior itself.
Chen’s monkey correlations to human economics attempts go from farther back when he was a Harvard graduate, and additionally shows some more interesting facts. He worked there with Marc Hauser, a psychologist, on a project which studied altruism behaviors in monkeys. They chose cotton-top tamarins for this. At first they put two in different cages, each with a lever. When the lever was pulled, the neighboring monkey would receive food. If not altruism, it was still a form of cooperation which was put to the test  – the typical tamarin pulled the lever about 40 percent of the time.
The most interesting part comes about at the time when researchers paced the game a bit harder. Now, they instructed a monkey to always pull the lever (mindless altruist), and an other to never pull it (ego-monkey). The two were then inserted in the game with other monkeys. At first, the mindless altruist was pulling the lever every time, never missing a cage for its food, while the other tamarins responded in the same way  50 percent of the time. The other monkeys soon understood, though, that the mindless altruist was just pulling the lever anyway, indifferently of whether it was reciprocated or not – their response dropped to 30 percent of the time. The ego-monkey was exposed to the harshest treatment, as expected – very harshly. “[The other tamarins] would just go nuts,” Chen recalls when she was introduced with all the other. ”They’d throw their feces at the wall, walk into the corner and sit on their hands, kind of sulk.”
I bought an Adam Sandler for 7 monkey dollars.
"I bought an Adam Sandler for 7 monkey dollars."
When Chen and Santos first started their study, they didn’t have a particular goal in mind. It was just as simple as giving a monkey a dollar and see what would happen, which was exactly the case, instead of the dollar, however, a silver disc with a hole in its center was employed a means of currency for the capuchins. It took several months of repetition for the capuchins to learn that they could exchange such a token for fruit. After they understood this, each monkey was given 12 tokens to decide on how to spend it in her best interest on food valued at different prices. Researchers observed that the monkeys could very well budget. Researchers then changed the market and put Jell-O at a lower price, to see if monkeys would buy less grapes and more Jell-O. They acted exactly like the current laws of economics dictate for humans as well.
They then taught them how to gamble, and saw they made the same irrational decisions a human gambler would make as well. The data generated by the capuchin monkeys, Chen says, ”make them statistically indistinguishable from most stock-market investors.”

The capuchin monkeys understood money, not only used it

I remember when 2 grapes were worth 2 grapes, man!
"I remember when 2 grapes used to be worth 2 grapes, man!"
Do they understand the value of money or do the monkeys just follow nice treats? Well, on a particular day, a researcher cut circular slices of cucumber, similar to the discs that were handed out to the capuchin as money, and fed them to the monkeys instead of the usual cube-like shape. One of the monkeys took a slice, chewed a bit on it, and then immediately went to one of the researchers to see if she could buy something tastier with it. Oh, and then again there’s stealing too. Not a single monkey saved any of the tokens, but most of them tried to substrate a few more tokens when they were handed out. The monkeys were given tokens one at a time by inserting them in a separate chamber from that of their living quarters, but on one occasion everything sprung into chaos when a capuchin tried to make a run for it with a tray filled with tokens and ended up back with all the other monkeys. That was a tough time for researchers.
Something else happened then too, tough , in what’s maybe the most evident form of one’s grasp upon currency. The idea is that you can use money as a form of currency to exchange for goods or services, as in not just food. Well, one of the researchers, during the chaos event, observed how one of the monkeys exchanged money to another for sex. After the act was over, the monkey which was paid immediately used it to buy a grape…
There you have it folks, sounds familiar? In almost all aspects, capuchins manage to understand money and use it in a manner not too different from a plain old homo sapiens. The study, titled “How Basic Are Behavioral Biases? Evidence From Capuchin Monkey Trading Behavior”, can be read here.

Problems With Gardasil And Flu Shots Continue With Little Attention

Posted by Ryan in ,

There is constantly problems with the vaccines which are promoted to us, but rarely are we informed of them. Gardasil and the flu shots are the recent vaccines that seem to continually have adverse reactions. Protect your immune system by not polluting it and bombarding it with unnatural viruses and toxins. We need to have more research about the raising rates of autoimmune diseases that never was common before modern medicine. Slow debilitating autoimmune style diseases are perfect for controlling the populations of an educated society. When pharmaceutical companies are not made accountable for all these problems you have to wonder if their is a bigger purpose to letting them and ourselves continue to kill our natural immune systems.

Gardasil Victims Take Legal Action Against Merck Over Miscarriage, Deadly Reactions

Anthony Gucciardi
Activist Post

When one Australian woman decided to lead the charge against Gardasil maker Merck after experiencing serious adverse reactions, she soon found another 7 Victorian women with similar intentions and experiences. Naomi Snell, a resident of Melbourne, Australia, suffered an auto-immune and neurological attack after being injected with the HPV shot Gardasil. After reading about a Sydney neurologist who exposed Gardasil as a potential cause of MS-like symptoms, Snell realized that Gardasil could be behind her recent health ailments.

She made a timeline of her declining health using reports from her doctor and physiotherapist. What she found was that the events unfolded right after she had received the Gardasil vaccine. At 28 years of age, Snell lost her ability to walk, suffered from crippling back and neck pain, and experienced convulsions that put her life on hold for 2 years. The health issues started soon after receiving the HPV shot in July 2008.
I never attributed it to my vaccine so I went back for my second and third dose, Ms Snell said. My doctors said I was a case for Dr House. They were baffled.
After launching the class action lawsuit against Merck, 7 Victorian women considered joining the case after experiencing similar reactions to the Gardasil vaccine. One woman linked the Gardasil injection to her miscarriage, which occurred afterwards in her local supermarket.

Gardasil has led to thousands of adverse reactions and even death

Naomi Snell is not the first Gardasil recipient to develop adverse reactions. In fact, many before her have actually died as a result of the Gardasil vaccine.

The Gardasil vaccine has a very questionable timeline, riddled with corruption and devastating side effects. Shockingly, the HPV shot led to 3,589 harmful reactions and 16 deaths between May 2009 and September 2010 alone. Of the 3,589 adverse reactions, many were debilitating. Permanent disability was the result of 213 cases; 25 resulted in the diagnosis of Guillain-Barre Syndrome; there were 789 other “serious” reports according to FDA documents.

Merck of course makes no mention of this in their deceptive advertisements, leading consumers to think that the vaccine is safe.

In 'universal' flu shot push, medical industry admits current flu shots are useless

(NaturalNews) The medical community is in the process of unveiling a "universal" influenza vaccine that it claims will prevent all flu strains with a single jab. The only problem is that, in the process, the system has inadvertently admitted that current flu shots are medically useless because they fail to target the correct flu strain in many cases, and they do not stimulate a natural flu-fighting immune response even when the strain is a match.

A recent report by CBS 11 News in Dallas / Fort Worth explains that researchers from the University of Texas (UT) Southwestern Medical Center in Dallas have identified a compound they say spurs the growth of a key protein known as REDD-1, which prevents cells from becoming infected. By injecting this compound into patients, REDD-1 will increase, say the researchers, and thus effectively prevent any strain of flu from taking hold.

But what about current flu vaccines? Dr. Beatrice Fontoura, one of the head researchers involved with the new universal flu shot, explained to CBS 11 that it works differently than current flu shots because it "stimulates our own (immune) response which is already there and boost[s] it to fight an infection."

In other words, flu shots being sold today at pharmacies across the country do not actually promote natural immunity at all, which begs an important question. If current flu shots do not boost the immune response, then what, exactly, are they good for?

Not much, according to a recent study published in The Lancet. Though the mainstream media widely reported that the study's findings showed an effectiveness rate of 60 percent for flu shots, actual data in the study reveal that flu shots help about 1.5 out of every 100 adults. This, of course, translates into a measly 1.5 percent effectiveness rate (http://www.naturalnews.com/033998_i...).

And yet, for years, medical professionals everywhere have been hounding the public to get their flu shots or else face horrific sickness and even death. And those who continue to avoid the flu shot based on concerns about its safety and effectiveness have been routinely dubbed "anti-science," or worse.

Ironically, the CBS 11 piece about the universal flu shot also contains an interview with a woman who admits that she stopped getting the flu shot because it made her sick every single year. Once she stopped getting flu shots, she stopped getting the flu. So why, again, do we even need a universal flu shot?

Baxter, same company that unleashed tainted avian flu vaccines, recalls 300,000 flu vaccines for serious adverse reactions

(NaturalNews) Baxter Healthcare Corp. has announced it is recalling roughly 300,000 doses of its Preflucel influenza vaccine due to what it says is an excessive number of adverse events. Baxter is the same drug company that was caught inserting Avian Flu Virus into flu vaccines back in 2009 (http://www.naturalnews.com/025760.html).

The UK's Daily Mail reports that a high number of individuals injected with an apparently tainted batch of Preflucel have been reporting side effects like fatigue, muscle pain, and headaches. The vaccine, which was crafted specifically for those with egg allergies, has only been in use since March when it was first approved for use in the UK.

"The vaccine is being recalled because these side effects have been reported more frequently with this specific batch," said a Baxter spokesmen. This spokesman also attempted to reassure the public that those who have already been vaccinated with Preflucel "should not be concerned (for their safety)."

At the same time, however, Baxter has instructed healthcare providers not to administer any more Preflucel, no matter what batch it came from, to patients. And since this announcement, many European countries where the vaccine was distributed have ceased using it, and have instead switched to various alternatives.

Eugenics Sterilization Program Uncovered In America

Posted by Ryan in

This is a topic which I have had to tell so many people about with none of them ever knowing what I was talking about prior to me informing them. Eugenics was born in the Anglo-American scientific societies long before German National Socialism began to practice a predominantly racial version of the philosophy.
Eugenics is a obvious outcome when you have a society where their develops a separated class (Plato called them a guardian class) which sees themselves as more capable than the general public of leading their society. This separated class would see it as necessary to regulate the segments of society which are seen as a weak link in the progress of their plans for society.

When, such as the ideas that birthed eugenics, this higher class of people feel that their resources are being drained by an unnecessary group of people within the society a form of eugenics will be the answer. These are important ideas in our times. Due to our depressed economy and advanced technology the elite see the lowest in society as unnecessary and dangerous to their power. hose which are our herders see it as necessary to cull the human herds. Hitler's German put a permanent black mark on the term of eugenics, so the same philosophies were cleaned up and wrapped in new names with perceived different principles. The new names and ideals are seen in such areas as; over population, bioethics, sustainability, and trans-humanism.
We need to know our past in order to not be at the mercy of a forgotten history, such as the Jews of Europe.
First they came for the communists,
and I didn't speak out because I wasn't a communist.
Then they came for the trade unionists,
and I didn't speak out because I wasn't a trade unionist.
Then they came for the Jews,
and I didn't speak out because I wasn't a Jew.
Then they came for me
and there was no one left to speak out for me.

Outrageous North Carolina sterilization program targeted women, young girls, and blacks 2011 11 10

By Michelle Kessel and Jessica Hopper | MSNBC.msn.com

Elaine Riddick was 13 years old when she got pregnant after being raped by a neighbor in Winfall, N.C., in 1967. The state ordered that immediately after giving birth, she should be sterilized. Doctors cut and tied off her fallopian tubes.

“I have to carry these scars with me. I have to live with this for the rest of my life,” she said.

Riddick was never told what was happening. “Got to the hospital and they put me in a room and that’s all I remember, that’s all I remember,” she said. “When I woke up, I woke up with bandages on my stomach.”

Riddick’s records reveal that a five-person state eugenics board in Raleigh had approved a recommendation that she be sterilized. The records label Riddick as “feebleminded” and “promiscuous.” They said her schoolwork was poor and that she “does not get along well with others.”

“I was raped by a perpetrator [who was never charged] and then I was raped by the state of North Carolina. They took something from me both times,” she said. “The state of North Carolina, they took something so dearly from me, something that was God given.”

It wouldn’t be until Riddick was 19, married and wanting more children, that she’d learn she was incapable of having any more babies. A doctor in New York where she was living at the time told her that she’d been sterilized.

“Butchered. The doctor used that word… I didn’t understand what she meant when she said I had been butchered,” Riddick said.

North Carolina was one of 31 states to have a government run eugenics program. By the 1960s, tens of thousands of Americans were sterilized as a result of these programs.

Eugenics was a scientific theory that grew in popularity during the 1920s. Eugenicists believed that poverty, promiscuity and alcoholism were traits that were inherited. To eliminate those society ills and improve society’s gene pool, proponents of the theory argued that those that exhibited the traits should be sterilized. Some of America’s wealthiest citizens of the time were eugenicists including Dr. Clarence Gamble of the Procter and Gamble fortune and James Hanes of the hosiery company. Hanes helped found the Human Betterment League which promoted the cause of eugenicists.

It began as a way to control welfare spending on poor white women and men, but over time, North Carolina shifted focus, targeting more women and more blacks than whites. A third of the sterilizations performed in North Carolina were done on girls under the age of 18. Some were as young as nine years old.

For the past eight years, North Carolina lawmakers have been working to find a way to compensate those involuntarily sterilized in the state between 1929 and 1974. During that time period, 7,600 people were sterilized in North Carolina. Of those who were sterilized, 85 percent of the victims were female and 40 percent were non-white.

“You can’t rewind a watch or rewrite history. You just have to go forward and that’s what we’re trying to do in North Carolina,” said Governor Beverly Perdue in an exclusive interview with NBC News.
